You are certainly not safe in North Korea.
You are not safe from the government if you don't go along with the program. Violent crime is very rare as you are so closely monitored.
Excerpt from the US State Department - North Korea Consular Information Sheet:
"Violent crime is rare and street crime is uncommon in Pyongyang. Petty thefts have been reported, especially at the airport in Pyongyang."
