Something like that. The Akashic Records are kinda like a cosmic library of sorts of our planet. What is, was and will be. Basically we all can access it, thru meditation. But like all things of this nature, it ain't easy and using it for self gains (like lottery numbers) effs it up for you.

hawking thinks of the universe as a space/time dimension that adheres to a basic set of physical laws...   but with no purpouse, no reason, no cause..  this is very far from accurate
