Census workers topped 550,000 in mid-May

(Reuters) - The U.S. Census said on Wednesday it had 573,779 workers on its payroll in mid-May, suggesting a huge boost in Friday's U.S. employment report.

The agency hired hundreds of thousands of temporary workers to help with the once-a-decade Census, and economists have been expecting that to provide a large, if short-lived, lift to the still-suffering U.S. job market.

It was not clear exactly how those jobs would be counted in Friday's closely watched U.S. employment report for May. Economists polled by Reuters forecast an overall gain of 513,000, including a sizable contribution from Census hiring.

 There are a lot of people in the United States, and it's not easy keeping track of them all. But one agency tries to do just that: the U.S. Census Bureau.

Conducting the Decennial Census

Every 10 years, as required by the U.S. Constitution, the Census Bureau conducts a head count of all the people in the U.S. and asks them questions to help learn more about the country as a whole: who we are, where we live, what we earn, how many of us are married or single, and how many of us have children, among other topics. The data collected isn't trivial, either. It is used to apportion seats in Congress, distribute federal aid, define legislative districts and help federal, state and local governments plan for growth.

A Massive and Costly Task

The next national census in the United States will be in 2010, and it won't be an insignificant undertaking. It is expected to cost more than $11 billion, and around 1 million part-time employees will be enlisted. In a bid to increase data collection efficiency and processing, the 2010 census will be the first to use hand-held computing devices with GPS capability. Formal planning for the 2010 survey, including trial runs in California and North Carolina, begins two years before the survey.

History of the Census

The first U.S. census was taken in Virginia in the early 1600s, when America was still a British colony. Once independence was established, a new census was needed to determine who, exactly, comprised the nation; that occurred in 1790, under then-Secretary of State Thomas Jefferson.

As the nation grew and evolved, the census became more sophisticated. To help plan for growth, to assist with tax collection, to learn about crime and its roots and to learn more information about people's lives, the census began asking more questions of people. The Census Bureau was made a permanent institution in 1902 by an act of Congress.

Composition and Duties of the Census Bureau

With about 12,000 permanent employees-and, for the 2000 Census, a temporary force of 860,000-the Census Bureau is headquartered in Suitland, Md. It has 12 regional offices in Atlanta, Boston, Charlotte, N.C., Chicago, Dallas, Denver, Detroit, Kansas City, Kan., Los Angeles, New York, Philadelphia and Seattle. The bureau also operates a processing center in Jeffersonville, Ind., as well as call centers in Hagerstown, Md., and Tucson, Ariz., and a computer facility in Bowie, Md. The Bureau falls under the auspices of the Department of Commerce and is headed by a director who is appointed by the president and confirmed by the Senate.

The Census Bureau doesn't operate strictly for the benefit of the federal government, however. All of its findings are available to and for use by the public, academia, policy analysts, local and state governments and business and industry. Though the Census Bureau may ask questions that seem exceedingly personal-about household income, for example, or the nature of one's relationships to others in a household-the information collected is kept confidential by federal law and is used simply for statistical purposes.

In addition to taking a complete census of the U.S. population every 10 years, the Census Bureau conducts several other surveys periodically. They vary by geographic region, economic strata, industry, housing and other factors. Some of the many entities that use this information include the Department of Housing and Urban Development, the Social Security Administration, the National Center for Health Statistics and the National Center for Education Statistics.

The next federal census taker, called an enumerator, likely won't come knocking on your door until 2010, but when he or she does, remember that they are doing more than just counting heads.

Temporary jobs, yes, but that's a whole lot of people spending that money, stimulating the economy at every level.  And they're paying taxes.  And the info they obtain is used to better manage nat'l resources.

I really don't understand shitting on Obama for the census... Mccain/Quittin would have been doing the exact same thing on the census right now.

CENSUS 2000

All of the data used on CensusScope is obtained from U.S. censuses. Taken every ten years, the census is the most comprehensive source for these types of statistics because it is charged by the U.S. Constitution to count every resident of the United States. Its immediate purpose is for apportioning congressional representatives every ten years. The first census was conducted in 1790. Census 2000 marks the 22nd census in the nation's history.

Although the official purpose of the Census is to count everyone for the purpose of congressional representation, its broader significance involves more than just "counting people". The Census also serves as an invaluable source of information for businesses, journalists, researchers, students, and citizens alike. Due to the vast variety of social, economic and housing information it collects, it is useful for planning by government at all levels, and provides a ten-year "benchmark" of many aspects of the nation's population.

The wide range of statistics collected by the decennial census is especially useful in social science research. This because this information is collected for a large number of people. This means that detailed social and economic information can be gathered for tiny population subgroups and small geographic areas. Unlike small surveys, the census information is rarely limited by having "too few observations" to be statistically representative.

An endeavor of the Census' magnitude does not come up without expense however. Census 2000 cost approximately $6.5 billion, or $56 per housing unit. Field data collection is by far the most expensive component of the Census' costs, accounting for nearly 60 percent of total costs. Technology, data products, postage, marketing, and communications make up the majority of the additional cost.

Recent censuses have typically sent out two different kinds of census forms for people to fill out. One form called the "short form" questionnaire includes questions that are asked of residents in all households. In 2000, short-form population questions included age, sex, race, Hispanic origin, household relationship, tenure (home ownership versus rental), and vacancy characteristics. One out of every 6 households received a "long-form" questionnaire which not only included the short-form items, but also a larger battery of social characteristics (such as education and English language proficiency), economic characteristics (such as occupation and labor force status), and housing items. Although the "long-form" items were only asked of some residents, the sample is big enough to yield very accurate estimates for the total populations of different population groups and geographic areas.

Another reason that census information is valuable for social scientists is its ability to provide an over-time record of change in the nation's population, household and housing characteristics. The fact that the census is taken every ten years and elicits a wide range of information for all, or a very large sample of the whole population, makes it a very valuable data source to study social and economic change for the country as a whole, and for smaller groups within the US.

This is one of those areas that will always be a guessing game, IMO.  I had to look at this for policy and the problem you really run into is where to start, where to end, and what to include.  So some people were hired for term employment, some for part time, some regular full time.  Some people started years before the count ever even began just so that they help getting things ready for the count.  The last count had an ACE initiative - so should those costs be factored in?  There will be people who stay on longer to help with various issues.

The point is, depending on the study and what points it used to start, end, and what costs it decided to include or exclude you'll get different figures.  The only way I was able to quantify it for class was by specifically defining a starting point and an end point.  Otherwise it just becomes to ambiguous.
