rom are european citizen because they come from Roumania or Bulgaria, so technically they are not expulsed but french government offer them money (300 euros/rom) to go back to roumania, why no obligation to stay there.
so one rom go back with 300 Euro...
the following day with the 300 Euro he buy 5 airplane ticket and come back to France with 5 five other rom...
the six rom are offering 1800 Euros to go back to rounamia...
a rom can gain 250 euros for each aller-retour, because an airplane ticket cost roughly 50 euros...
etc etc
a rom claim he gained 50000 Euros in 5 years with that buisness.
