Well, he's entrenched: it's very hard to unseat an incumbent, and he has successfully made the argument that his seniority allows him to advance Nevada interests
*. That, and it doesn't hurt when the Republicans keep running completely unelectable candidates like Sharron Angle.
Sadly, long after Harry's death, his corrupt influence will still be felt: his son Rory has tried to take over the "family business" and will, no doubt, continue to try to do so in the future.
* Harry has defined "Nevada's interests" to mean "NO TO YUCCA MOUNTAIN!" While I would rather not have mountains of nuclear waste close by, the fact is that Yucca Mountain was an ideal long-term storage location in addition to being an almost bottomless money pit with over ten billion dollars spent before the project was canceled!
