he never said those words so putting quotation marks around them is false
btw - this was from 2006 when he was a Senator and it appears they are talking about the ridiculous amount of time that policians must spend raising money (hard to be certain since the clip is only a minute an nine seconds) Given the time they have to devote to that one task it's virtually the largest part of their job as a congressperson
