LOL He conducted a war as millions protested - he had the balls to just not give an "F".  He just did it. 

But even with the presidency and both houses - he didn't start the drilling.  He "called for" it. 


Sorry, but "calling for it" was nothing but a PR move to appeal to the base while keeping the status quo for his saudi bosses.
