Because I just watched the CNN clip on their front page talking about the very picture you linked. International forces have yet to take any military action. Click through the pictures, too, and the first one says that a rebel fighter told them it was a rebel plane.

they're libyan military forces that just plain decided to separate. Some generals were on the fence about whether to join them, just waiting to see what US/UN did. They're staying put now.
