Every sensible man understand recessions and depressions are in-built in economy. They come no matter what.
You can prolong good times with sensible and responsible fiscal-policy, but you can't prevent bad times for good.

And taking in count the nature of politics, that's even more evident. When economy is growing, things look good, future is bright.. politicians won't make decisions to save the in-pouring money for bad times. They become loose-handed and throw it away like it's going out of fashion. They want to please people. They cut taxes too much and so on. Responsible would be to not up the spending but practice tight fiscal policy. Then when bad times come, you have reserves to stimulate economy, you don't have blown budget that requires constant economic growth to keep it going...
