The key is that Obama/Holder was against all enhanced interrogation techniques and vowed to tear down Gitmo. Miranda warnings on the battlefield.
Obama gets no bump from this.....nobody thinks this is part of Obama's doings, and in fact, is very much an anomaly.
(The most likely scenerio is that the CIA came to Obama and let him know he'd better act or face a backlash later when it came out he passed up the opportunity to nab bin Laden.)
