There is money to be made in creating addicts....plus the the money made for recovery---there is a whole institution being made for the drug addicted...a system, just like the criminal justice system...
Plus, people who are addicts are typically non-productive and want government assistance---which means that there is a need for it. then they also steal, which means the price of goods goes up, do to shrinkage. And finally the drug companies...

If we truly wanted to help Afghanistan, we'd burn the poppy fields and intoduce to them a morally "better" cash crop, like tobacco or cotton...The middle east loves their tobacco. And cotton, well everybody needs clothes right? And it would be cheap
