Yes, but you are in a awkward position, so there is the balancing of the weight, and the actual movement. If you pick a weight you can use (not just move), you feel it. It's akin to doing skull crushers behind the head, except using one arm at a time.
Problem is, you are holding the weight near your head, or the movement occurs near your head, which is hanging off the bench. If you can't control the weight or when you are transferring it to your chest for the next arm, you can eff you head or chin up. Check the way he does the movement. Look at how close the weight is. Now imagine now being able to handle it, or going to failure on the movement.
That being said, it's a good movement for mixing it up.
