The House Judiciary Committee passed a bill yesterday that would make it a federal crime for U.S. residents to discuss or plan activities on foreign soil that, if carried out in the U.S., would violate the Controlled Substances Act (CSA) -- even if the planned activities are legal in the countries where they're carried out.

 The new law, sponsored by Judiciary Committee Chairman Rep. Lamar Smith (R-Texas) allows prosecutors to bring conspiracy charges against anyone who discusses, plans or advises someone else to engage in any activity that violates the CSA, the massive federal law that prohibits drugs like marijuana and strictly regulates prescription medication.

"Under this bill, if a young couple plans a wedding in Amsterdam, and as part of the wedding, they plan to buy the bridal party some marijuana, they would be subject to prosecution," said Bill Piper, director of national affairs for the Drug Policy Alliance, which advocates for reforming the country's drug laws. "The strange thing is that the purchase of and smoking the marijuana while you're there wouldn't be illegal. But this law would make planning the wedding from the U.S. a federal crime."

HOLY SHIT...  So lets just say for example that somone on this board says, "I'm going to Amsterdam can anybody recomment a place for the best weed" and if you advice them of a place, you've just broken this law and can be charged with conspiracy.

Or if someone says, "dang, I wish steriods were legal" and you say, just spend a year in Thailand, you can get this and that here and there, you can get your ass charched for conspiracy.

Now that's some draconian shit right there.

LOL I dont know how they would police this law as they dont have jurisdiction in those countries and you would have to get local law enforcement to assist. I dont see the police in amsterdam arresting you for smoking pot LMFAO.

Either way this is a shit idea and totally over reaching bs of the govt. If they can do this with one law whats to say that technically all US laws dont apply to US citizens outside of the US?

They are the ones supporting opposing it I believe. This bill is not listed anywhere else on their individual sponsor pages. If you look closely they are sponsoring bills that end marijuana prohibition in the list to the left on that page.

Don't worry... getbiggers like 333386 believe Obama would never abuse his power.  He believes this is designed strictly to prevent people from drivign across the Mex border to plan major drug moves, then scooting back into the USA unscathed.

I am an amoral right winger so I wholeheartedly oppose this joke of a bill.

We don't want to be held accountable to the banana republic laws of lesser states, or the joke of an ICC, so why should we essentially be able to do the same thing?

I am all for traditional values, marriage between straight people, the death penalty and the constitution-- but I cannot fucking stand GOP politicians in red ties and blue blazers attempting to legislate morality while trampling on the sovereignty of other countries and our own personal liberties.What's next? Making it a crime to discuss traveling to Ecuador to watch cockfighting?

There is no general police power for the federal government in the constitution. Essentially, this bill would make thinking or speaking about committing a legal act in a foreign country subject to criminal prosecution because it might be illegal in this country. I think that it is likely this legislation will not pass constitutional muster.
