depends on what country you're in..Russia has 5 times the murder rate of the United States....any black people over there?

I doubt that "5 times"... haven't seen recent comparisons.
But OK. Let's think about this a little...
Is there a 'war zone' in USA?
Well, there practically is one in Russian Federation.
And who live in that part of the federation?
The still-volatile region in Russia is the North Caucasus, mainly Chechen Republic.
Though federal government has successfully spread sum' peace on the area, it still resembles in many ways more a war zone than normal society.
This region keeps lacking behind. That's where terrorists live and are killed one by one almost every week. And clans terrorize and kill normal people.
And yes. There are black people in Russia.
One even managed to turn a mayor of his hometown recently

Not denying that mafia is strong in Russia. They for sure kill people also.
