Go into your router, turn off DHCP, assign static IPs, max his IP DL bandwidth capabilites at 30k.  He won't really notice a difference "web browsing" but it will significantly reduce his torrenting and/or streaming speeds.  If he asks you can blame it on your ISP or the sites he's on.
