His arms are too big. His legs are in proportion with his torso, it's the light that makes them seem small.

Thats an anytime fitness body if ive ever seen one. Looks fine to me if hes an amatuer. He wont be nabbing the Mr. O any time soon but solid body with big arms.  ;D
