In explaining why President Obama didn't call the Boston bombings a "terrorist attack," former adviser David Axelrod said, "I'm sure what was going through the president's mind is -- we really don't know who did this -- it was tax day":
 


"The word has taken on a different meaning since 9/11," Axelrod said of the phrase "terrorist attack."
 
"You use those words and it means something very specific in people's mind. And I'm sure what was going through the president's mind is -- we really don't know who did this -- it was tax day. Was it someone who was pro--you know, you just don't know. And so I think his attitude is, let's not put any inference into this, let's just make clear that we're going to get the people responsible."

Those aren't Obama's words. That's David Axelrod (a former member of the Administration) musing as to why Obama didn't call it terror.

Correct - it was terrorism regardless of who what why how etc. 

I agree that it was terrorism. But I don't agree that the "how" is irrelevant. For a while, I heard speculation that this was a gas explosion and a freak accident. However I agree that anything planned (regardless of who plans it, for what day and with what reason) qualifies as terrorism.

Maybe he does. But that doesn't mean he knows what Obama is thinking or that since he said something Obama becomes responsible for it.

You are right, Axel Rod can't speak directly for the president.  Having worked so closely with the President he would be able to give a fairly accurate description of how the President thinks, but it would still be speculation.  I am fully capable of acknowledging failures in my reasoning.

Funny but Glen Beck just said the same thing this morning (I heard about a minute of his show before I realized it was him and change the channel) and then went on to say could also be a left wing terrorist like the Occupy movement and then went on to site examples from of left wing bombings from 1970
