It's been implemented a lot actually.
Also, last week at Decembercupen in Lund there were undercover officers at the hotel the show was held. Picked 8 contestants who had to pee in a cup in a room at the venue. Heard they must have picked maybe 50 people out of the audience for urine samples as well.

A Swedish woman was detained by an undercover police officer after the police received an anonymous tip that she was training too much and had mood swings.
She was detained with 7 other individuals who were all forced to urinate in plastic cups in a gym toilet. All 7 ended up being innocent. The judicial overseeing authority (JO) is now investigating the police for professional misconduct. The woman asks in her complaint since when training too much became illegal? A police state!!!
