I know in the late 80s, illegals in the USA used to be able to get a drivers license, and they could even take the written test in Español.  Heck, they could even get a social security number that said "Not Valid for Employment" on the card, but still they got a number, and many employers didn't ask to see the SSN card back then.

Its a democratic run state with a democratic Governor who signed them.

Corporations have not political alignment save that which puts more money in their pockets.  That never changes regardless of the ideology of who runs the corps.

So that puts it back to the DEMOCRATS that made and signed these bills.
