The law needs to come down hard on drunk drivers. A LOT harder.

If youre caught drinking and driving for the first time, youre license should be suspended for a year.

If youre caught a second time, youre license should be taken away for the rest of your life.

It may sound harsh, but the idiot is not thinking twice about getting behind the wheel and killing someone.

Well, yeah, but what else can you do? Its impossible to stop them completely if they REALLY want to drive. But its better than giving them free reign to drive again.

Children need to be educated from an early life on.  In school teaching them them already about the impacts it has on peoples life's. Showing them what cars and people look like after accidents. Alcohol and drug education is the only answer. If someone gets killed or hurt its already way to late.

Although it would be too late once someone is killed or injured, you can try to prevent it from happening again by stricter punishments. There have been many repeat offenders who have been involved in multiple car accidents on separate occasions.

Id even go as far as saying if they do not kill or hurt someone, the punishment should be stricter than what it is now. I mean, it won't "cure" the problem, but better than a slap on the wrist.
