actually NASA's spending went down due to the space program becoming somewhat mundane....... we went to the moon a few times and then people said why are we continuing to go to the moon???...to collect more rocks???....there was nowhere left to go....we couldn't reach Mars or any place else....we developed the space shuttle program which took us into orbit but still couldn't go anywhere......
there was also a lack of imagination and no one could articulate what our ultimate goals were for space...plus there was also a focus on the militarization of space by the pentagon.....
we still haven't figured out a way to get people safely to Mars........
I've always thought our best hope was to go back to the moon and begin mining it for business purposes.......we should have ben doing this already......the moon has unlimited amounts of metals and materials we could use on earth and it could be the base for further exploration of space
