Did Hulk bring down that building in Avengers 2? (240, Wiggs?)

Or, was it a controlled demolition by the United States government? Now, I know, there will be folks here saying "that building was only meant to withstand a 1,200 pound grey Hulk, and this was the much larger 2,000 pound green Hulk" but I find that hard to believe, that one green hulk was enough to topple that skyscraper. And, did you see the cloud of dust that covered all of those people? That had to be dust clouds from an explosion due to a controlled demolition. There were rumors of electricians doing work (oh brother, an electrician that works   ) in the days before the buildings collapse, but there are no records of work orders.
