Charlie Low, he is a real estate guy that was a friend of Scorsese and Deniro, and wound up in their films. You can see him here too -

At about 3:00 in, you can see him goofing off, pantomiming Deniro. That wasn't suppose to be in the film, but everyone got a kick out of it.

Here's another of Scorsese's friends he made a little famous. Steve Prince, who played the gun runner in Taxi Driver, and was the inspiration for the overdose/needle in the chest Pulp Fiction scene -
