Before becoming Speaker of the Florida House, Rubio twice co-sponsored legislation granting in-state tuition to illegal-aliens. (2003 HB 119, 2004 HB 119)
In 2006, Rubio voted for an omnibus education bill that passed the Florida House that included in-state tuition for illegal aliens provisions. Many Republicans voted against the education bill because of the in-state tuition provisions. (Roll Call Vote, Friday, April 21, 2006.)
