I just realized I need to start now to lose my winter padding in time for June.
16 weeks out now from July vacation if I want to see abs...

I don't bother with that and go lean year round. What's so special about winter that you allow yourself to be a whale? Do mirrors not work in the winter?

Spot on.
It's best to be able to just lose some water retention a few lbs of fat, then be "shirt off ready"

Anything more than that, it becomes a big struggle.

Or you could do what I did last year - end up at a hotel that coincidentally appeared to be mostly full of Russian gangsters.  Skinheads with tattoos and real pot bellies everywhere.  Made me look 45lbs lighter... (nice folks too)

I've never understood the concept of being in good shape only in the summer months.

It's easier to stay in shape than to get in shape.
