It's a little more than that. He hates kids to the point of wishing them all dead. Imagine this idiot anywhere near your kid? you know deep in his head he's wishing them dead as he looks at them. He sees a photo of this poor kid who got violently killed and all he can say is "The picture of that two year old, I can see how annoying it was in its eyes."
