One is not disputing that they are within the bounds of the law.
However, laws and morals do not always coincide. Something can be a law, yet still be immoral and/or unethical.
I think the OP was bringing up this behavior from a moral moralistic/ethical perspective.
If the Op is expecting morality from a company then I might suggest that he is looking in the wrong place.
Apple and most companies would only exhibit morality as a mean of generating more profit.
And to go even further, the public is being mislead in this whole process. This is one of those election year topics and talking points to get the mass excited about change. This bill will die on the senate floor if it even gets that far.

1. I will made the school system great
2. I will cut your taxes and raises taxes on the rich.
3. I will bring back manufacturing jobs to the US.
4. I will make these evil corporations pay their fair share in taxes.
5. I will create high paying technical jobs
6. I will stop the evil bankers
