Yes, it is.
There is no gun culture per se but you can buy a double barreled shotgun without ado as it is for home defense. Any other gun(with more rounds) has the requirement that you go through a test circuit with regular checkups where you store your gun(s) and ammo once you have acquired said cannon.
Judging from the arsenal some people have i highly doubt that the restrictions are severe... BUT the state is not keen on making it easy for the general population to be armed.
