US special forces always trump the other nations? why.... comes down to funding = better training, weapons, tactics etc. the russians or some random nation... the guys might be tough as nails but US will has the big kid budget.
also seals vs delta vs green barets vs rangers..... all depends on the mission at hand - taking an airfield would be rangers, teaching foreign nations to run counter intelligence is prolly green barets
conventional army units are in less demand since conventional wars are really non-existent. so even more funding goes to special operation groups.

Israeli special forces are probably one of the best.
The South African special forces were also one of the best, as the country was at war with several neighbouring countries for decades.
The Rhodesian Selous Scouts were probably the best of them all and they had very little funding, due to the British-led embargo on Rhodesia.
