Very interesting, so the city cannot 'touch' a car that is legally parked, even with chalk on its tire, or they are trespassing.

Only binding on courts within 6th Circuit so don't get too excited if you don't live in KY, MI, OH or TN.

What about towing a car or putting one of those boots on the wheel?

That requires touching the car also.

The difference may be that the chalk is pre violation of an ordinance or law. The boots are after the violation has occurred.

WTF does this have to do with Trump?

Some people spend a lot of money on tires and rims, and view their vehicles as an expression of who they are in a sense.  Powerful, sleek, stylish, NEAT, ORDERLY....I can see where people would be pissed off about markings being put on their vehicles they worked hard to attain, and spend their hard earned cash keeping them clean and looking nice. 

TBH though, I never even knew "chalking" was a thing.  Never seen parking LE do that here.
