Not always. A couple of southern states don't allow it, and some have clauses that allow druggists to prohibit sales based on the feeling that they could be used for illegal activities.

The two states that disallow the sale of syringes without a prescription are Delaware and Tennessee.

It's the "lawful use" provisions in the laws that are the sticky wicket. While it's legal in most states to buy them, many pharmacists won't do it or make it a hassle.
