Yes, I owned this game in the 80's.

Like most Atari games of that time, there was no real "ending" to it, so it wasn't a game you could win. It just kept getting more difficult until you couldn't continue playing through.

That was the Atari I had.
I believe the Popeye for the 2600 console at least had two different backdrops you’d play between. Other games, like Spider-Man, had only one.

And, as far as I can remember, the only 2600 game I had that DID have an actual ending was Superman - which, ironically, was a game you COULD NOT LOSE. You just kept playing it until you completed all of the steps to win.
