Muscle glycogen fuels the conversion of ADP back to ATP. This generally occurs when intense efforts go past 10-15 seconds or so. So if you do lots of fast step ups, yes you will burn glycogen. Is that a good thing? Well- you burn glycogen you lose weight - but if you replenish the carbs within 24 hours the glycogen stores fill back up. It’s how our body works.

If you are on a low carb diet the glycogen levels take a much longer time to recover and you will proportionately burn more fat in the intervening days.

im always carbin up in hopes to maintain strength , but not going too high in fat or total calories. I lost decent fat on low fat with moderate volume training but i cant push my trainining to no more than 7 or 8 sets a day if its a work day , then now my body is adapting

Yes- if you restrict calories while doing exercises like step ups you will gradually lose fat.
