That covers one demographic....race. I don't believe that ethnicity is considered a demographic in that Hispanics and Latinos can be people of of any race thanks to the Spaniards, Portuguese and the French. The importation of African slaves began sometime around the middle of the 16th century. Between that time into the 18th century around 5 million slaves were imported to Brazil.
Woodburn, which is just 34 miles south of West Linn has a large Latino/Hispanic population. Currently Portland has the second largest black population in Oregon. Because of gentrification in Portland, blacks have moved eastward which explains why Fairview has a larger percentage of blacks.
Ecconomic demographics greatly influence the crime rate. This explains why the cities immediately south of Portland, Lake Oswego and West Linn have the lowest crime rates. The Portland suburb of Dunthorpe is situated between Lake Oswego and Portland. Housing prices (estates) there start at around $1.5 million and work there way up. The most expensive property for sale there at this time is just under $4 million. Unlike Lake Oswego and West Linn which have their own police departments, Dunthorpe being a part of Portland falls under the jurisdiction of the Portland police. This is not a problem because private security patrols all of Dunthope. You probably couldn't steal a leaf off someone's hedge without getting noticed. 
I just answered his direct question. I know it more complex than that, but it's a generalization. The high amount of whites and low amount of blacks is what shifts most aspects of a small town. Same thing where i live, only 8% black.
Based on the entire demo of where you live, i'd say you live in one of the best places in your state and possibly the US. However, it's hard to gauge based on such a small population.

Here's census data, white "alone" is 81%. That's excluding Hispanics.
