Hardly, but still it's pretty fascinating that the guy created a "code" in 1969 which took 51 years to be solved (despite all our great infallible "technology" of the past decades lol)

Who do you think is the most likely culprit?

That is what is so interesting about this case.
There is a sheer endless amount of clues and possibilities.

The police made mistakes and was corrupt.
There are at least 10 suspects who get discussed regulary.

I think it is someone who was a suspect but got cleared. 
It is also possibel that he had a accomplice.

So, he was not a professional codebraker and not a highly gifted mathematician.
(you can also guess his intelligenz and experience..)

2.
With the solution we know how the cipher was made.
A non professional would use a code-book to build a cipher.
The book is already found..
Maybe he used the same book to build the remaining unsolved ciphers..

3.
A book don’t magically apears. You have to get it somewhere..

I read the article about Edwards. He was one sick SOB killed boys and girls and adults alike. I’d never heard of this one. Arthur Leigh Allen was the only one I’d heard about as prime suspect

Here's what the early 408 cipher said, it was solved in about a week by a husband and wife -
