Is the power out?

Depends on where you are.  The winds are extremely blowing like crazy, gusts about 60 miles per hour, or more in some places, which has led to multiple blackouts.  This morning started in Thousand Oaks with our inlaws having no power for a good 5 hours or so (but not sure if Edison turned the power off, or it went off due to trees, etc.

Where we live, the lights dimmed a few times during the evening, but no power loss.

Where I work, I drove through an entire neighborhood without power, including the street lights.

And in many parts of Los Angeles (or in the San Fernando Valley area), trees have fallen (large ones), which hit the power lines, break them, and book, power is out).

As for right now, every few minutes you can hear the win howl... but the winds are slated to subside tonight
