Residents should sue the city for loss of property values. Business owners should sue for lost income. Municipal employees need to fear a consequence from people who pay them.
The city makes people pay property taxes and business fees. Seems to me they have a reciprocal duty to try to maintain the rule of law. Wouldn't be hard to show that the city was remiss and chose to let rioters and vandals run amok.
