Striations but no veins?

How is it that a bodybuilder can have great striations and be that lean but have no vascularity at the same time and vice versa...be extremely lean and vascular but have no striations.

Some peoples veins are deeper and don't show as much.

People wth varicose veins have veins close to surface.

Its not always good to have veins like that. 

High blood pressure can increase visibility of veins too.
