But like everything they try to do, they always forget.
You can't retroactively do these things.
It needs to be planned up front and built as the area grows.
All that's going to happen is they will spend billions on something that sucks so bad nobody will use it.
But! They will find a way to force people to use it by charging fees and fines for people who drive cars.
