You cannot kick someone out for speaking English as a second language. Not in Canada, and most likely not in England.
You can't kick someone out for being gay, for being tall, for being short, etc.
I do get your point, and you're mostly right, but you can't kick someone out for legally protected grounds.
But the threshold to kick someone out is EXTREMELY low. I'm just saying, you can't kick someone out for being Black, for example. So it's not quite "on the whim of the owner".

Like your house, if you have a party and you dont like someone who turns up you can tell them to go, no reason at all.
Its like a shopping mall, some people believe its a public area , its not, its private property they they allow the public access to.
It isnt paid for by the tax payer so its not a public area
