This is one of the worst ideas I've ever heard.  There are many times for example where, for safety purposes, cars need to momentarily exceed the posted speed limit by over 10 mph.

This is geared towards preparing for automous vehicles from 2030 onwards.

They have to implement speed restrictions on new cars as those will likely still be on roads once we begin moving to autonomous and away from private ownership. Autonomous vehicles will have set rules and those same rules must be applied to all vehicles whether human or AI.
