The Medicaid program known as Medi-Cal provides coverage to 14.9 million low-income Californians. Supposedly, 1.6 million of these folks undocumented immigrants. The enacted 2024-2025 budget provides $161 billion for Medi-Cal, roughly half of which is funded by the federal government (80.5 billion) and the remaining covered by state and local sources. California is one of fourteen states that provides medical coverage for children, regardless of immigration status.

Under Federal law, the Emergency Medical Treatment and Labor Act (EMTALA), hospitals must provide emergency care to all patients, regardless of their immigration status or ability to pay. So, whether documented or not, covered by Medicaid or not, all folks get medical care.

The folks who have medical insurance or can afford to pay for medical care out of pocket, pay for the uninsured and taxpayers pay for Medicaid. This was my point. It is a difficult problem that is easily identified and seemingly impossible to fix under current law. I remember when hospitals refused to admit or treat those unable to pay themselves and who were uninsured. Probably, this was prior to you being born.
