If you want to believe those stats, I have a bridge across the East River I'd like to sell you.  Cheesy I know a tad bit more about Brazil than you do, including the Brazilian government's longstanding desire to keep the numbers of blacks down on their census reports.

I can only find one place that defines it as "not"... most other seem to define it "as"... either way, I don't live there... no need to disagree about puerto rico anyway.

In the Americas (North and South) people from Europe came and colonized.  The indigenous tribes in some countries were almost completely wiped out. In some countries the amerindians were completely segregated and in some countries like Mexico did mestizaje (mixed european and amerindian blood).  Although obviously not everyone is mixed so some look completely European while others pure amerindian.  African slaves were also brought over to hence there are black people in the Americas.  Hope this helps.

Hispanic can be anybody having their roots from spain or its former colonies and countries who adopted the spanish language.  Latino in the U.S. census include people from latin american countries i.e. countries where they speak languages derived from the latin language (romance languages) like portuguese, italian, french, romanian, spanish and french.  So that's why Brazilians classify as latino but not hispanic.  Europeans like italians although from latin europe they usually put down white.  Latino is mostly for latin derived languages from latin america.
