No and no. Their limit is 148. And slightly over 2% of people are above that.

The mensa qualification is 130 on a SD15 IQ test, which the majority of tests are.  On a SD24 test, the qualification will be slightly higher. 

Online IQ tests are not accurate, and are only there to make the average person with a 100 IQ feel better about their chances in life. 

An IQ of 135 is higher than 1%.  130 is 1/50 or top 2%.  124 is 1/20 or top 5%. 
A SD15 test has an upper limit of around 160-165, which is why SD24 tests were developed, so as to be able to more accurately assess the intelligence of the "severely gifted." 

The average american physician has an IQ of around 115-120. 

At an IQ of 135, you will likely be considered "weird," or "strange," and have difficulty making friends. 
You will also be likely to be bored in school, as it is designed to teach the average student effectively (IQ of 95-110). 

A person with an IQ of 135 will have some difficulty talking to someone of slightly below average intelligence.  A person with an IQ of 95 (low end of average), is 40 points below a person with an IQ of 135. 
Conversely, the person with the IQ 95 is only 25 points above a person who is mentally retarded at IQ 70. 

At the extreme end of intelligence (IQ >165), the severely gifted individual will have difficulty understanding what concepts a person of normal intelligence will and will not understand.  Similar to how a person of normal intelligence had difficulty understanding what a mentally handicapped person will have the abilty to comprehend.

i am not sure who is the smartest. i would guess jay is above average though..he is a great buisness man.

Some of the dumbest people I know have high IQ's.  Having a high IQ's doesn't mean shit without common sense.  I'll take actual experince over book smart anyday.
