If the top 3 are previously qualified,THEN the 4th place gets a bump for qualification.

If any one of the top 3 are already qualified, it's only the top 3 that go...

There is no confusion...if Chris goes to Atlantic City and places in the top 3...then he'll qualify outright.

Lets say for the sake of conversation, that the top 3 in AC were Melvin, darrem and JOJ, and Chris was 4th....THEN he would get the bump...
