It has nothing to do with him being off, he is 60 years old and has (within the past 5 yrs) gone through heart surgery and a broken leg.

Think of the average 60 year old. Arnie is in incredible shape for his age and has kept some impressive size as-well. I believe Arnie is 100% clean. It would be too much of a risk for the governor of California to be juicing.
