It seemed to me that he expected to Dexter to talk about how hard he trained and then when that didn't work he tossed up the easy hit to Dex that at least he posed alot.

I agree.  I think Arnold was thrown aback at first and then just went with it.
The Muscle Tech mention was pretty lame too

 before the arnold classic they got all the athletes together and talked to all of them about new policcies and new ifbb image. they told the athletes that they shouldnt talk about drugs or steroids or any of that. they said they are trying to change bodybuildngs image, and that the athletes ned to focus mroe on telling the public about how they work hard train hard and are so dedictaed to the sport.  the really stressed this to the athletes and made it clear they didnt want any mentions of growth "aids"..


as you can see in the interview, for those who were at the meeting, there is a conversation going on underneath the conversation you are hearing with your ears.
