I would say these are dramatic improvements that you don't here about.....
I don't need to comment on your generalization...because your average is based on your idea of every black neighborhood etc...not actual facts. My facts say dramatic improvement and it would be even greater had I compared it to 30 years ago vs. 10 or 20.
