Many of these homeless people are lonely as hell. They come to the homeless shelters not only to get some food, but also for the company. Putting in some time at a local shelter can mean more to them than just handing out money.

if they could quit the substance abuse or get past their mental illness maybe they could know what a house is

Except the crazies, but they have "rights" and stuff, which interferes with real help. That part is sad.
