well, they all are owned by special interests.
but in general, bush policy benefitted the rich. obama policy is benefitting the poor.
Bush may have benefit the rich, sure. But the government (is it Obama's fault? who knows) is screwing both rich and poor. Are you poor and want to buy a $500 used car? Sorry, you're out of luck now that CARS removed so many clunkers from the streets, you have to pay $2500 for that "rare" clunker now. And since all those old parts are also destroyed (within 6 months - it's the law) you can't find many old parts anymore -- again, the "rare" ones are going for a premium on ebay now. Oh and don't forget that now that people can get $4500 cash, they aren't giving any away of their cars to the charities - so oops, screw the poor again...help the environment? not really with that mad solvent injected into the engines to completely destroy it, and premature waste generation...
...oh and when they revoke charitable donation tax write offs (since it helps the rich because they give the most -- an irony in itself) there will be even fewer donations.
Just two examples...no, the government is not helping poor people...or rich.
